We are an insurance brokerage with a physical office in Colorado only. Do we need to foreign register in each state?

Typically speaking, if you are conducting much of your business over the internet and phones, you should be able to serve your clients in other states from your office in Colorado without having to register as a foreign entity into each state.
If your situation is where you meet clients in person outside of your state on a constant basis, or are looking to have offices, employees and/or properties in other states, then yes, you would have to register your Colorado based business into each respective state you would be physically branching into.
