If I have created a shelf company in New York State (a year ago). Can I change the domicile to Delaware and still keep the original filing date?

You can definitely convert your New York corporation to a Delaware corporation by filing for domestication. Once the filing is complete, it will reflect both the original filing date in New York as well as the fiiling date in Delaware.
(a) You made a typo in the card number, CCV code, expiration date, name or address;
(b) Your card balance is too low;
(c) Issuing bank has declined this transaction for some other reason related to your account.
